Outline Planning for Beccles Garden Community

Phoenix Strategic Land has submitted an outline planning application for its major residential-led development at Beccles in East Suffolk, marking a key step forward in plans for a new garden neighbourhood.


The site forms part of the Beccles & Worlingham Garden Neighbourhood allocation in the East Suffolk Local Plan and is planned to deliver more than 1,250 new homes. The wider allocation includes a new primary school, retail facilities, a care home, employment land and extensive areas of green space, all guided by garden community principles of sustainability, connection and self-sufficiency.


Phoenix Strategic Land holds an Option Agreement over approximately two-thirds of the southern allocated site. This area provides for around 720 new homes, alongside land for community, commercial and education uses.


The submission follows several years of extensive pre-application engagement with East Suffolk Council, statutory consultees and local communities. This process has helped address environmental and infrastructure considerations and shape a comprehensive masterplan for the site.

If approved, the development will deliver a sustainable new neighbourhood providing new community facilities and employment opportunities, alongside a wide and varied range of new homes. These will support families, older residents and those looking to move on to, up or down the housing ladder, responding directly to local housing needs.


Phoenix Strategic Land will continue to work closely with East Suffolk Council as the application progresses through the planning process.
