Plan unveiled for 49 homes in Holt

Ahead of submitting an outline planning application to North Norfolk District Council, Phoenix Strategic Land is inviting feedback from local residents, businesses and community representatives to help shape the final proposals.
The development would deliver up to 49 high-quality homes, ranging from two to five bedrooms, including one self-build plot. Provisions will be made to meet affordable housing policy needs.
A key element of the proposal is an extension to Holt’s existing cemetery, providing additional burial capacity and visitor parking. The extension would be delivered as part of the development, with the land intended to be transferred to Holt Town Council.
The plans also include new public open spaces, structural landscaping and ecological enhancements throughout the site. Access would be provided via a new junction from Cley Road, serving both the new homes and cemetery parking area.
The development would deliver at least 10% biodiversity net gain and incorporate sustainable drainage systems to manage surface water. All homes would be designed in accordance with the Future Homes Standard, supporting high levels of energy efficiency and reduced carbon emissions. Bird boxes, bat boxes and hedgehog highways would be provided as standard on all plots. Financial contributions secured through Section 106 agreements would support local infrastructure and community improvements in Holt.

The public consultation will run from the 16th March to the 13th April 2026 at 5pm. Full details of the proposals and information on how to provide feedback are available at here.
Following the consultation period, all feedback will be carefully reviewed before a planning application is submitted to North Norfolk District Council for consideration.
